Phillip Russell Hines, 45, was born in Topeka, on Sept. 27, 1958. He was killed in a motorcycle-automobile collision accident on Oct. 18, 2003, in the Chimayo area near Santa Fe, N.M. His wife, Gail, was also a victim of the accident. She died the next day, October 19. Phil was a CPA and worked in private industry until March 5, 1990 when he received appointment as a Special Agent to the Federal Bureau of Investigation. He was assigned to Oklahoma City and worked there until September, 1997, when he was transferred to Albuquerque. Phil recently completed FBI polygraphy training and was one of 85 certified FBI polygraphers in the country. Phil graduated from Topeka High School in May 1976 and from the University of Kansas in May 1980 with a degree in accounting and business. Phil and Gail are survived by their two children, Taylor, 19, and Elise, 18, of the home in Albuquerque, N.M. Phil is also survived by his parents, Mr. and Mrs. Leo R. Hines of Topeka; and by his brother, Martin M. Hines of Sterling, Va. He married Gail Reed Levy on May 30, 1981.
